A Bath-based academic who has become a national expert in ethics in policing and the CEO of the regional organisation promoting business links with China have been awarded OBEs in the New Year Honours list.

Allyson Macvean, pictured, professor of policing and criminology and co-director of Bath Spa University’s Centre for Leadership, Ethics and Professional Practice, has spent the past five years working with police forces in England, Wales and Scotland to develop ethics committees at a local, regional and national level.

She began her career in the Home Office’s Serious and Organised Crime Unit with a special focus on intelligence, covert policing and ethics in operational practice.

Through her work, she was approached by the Royal Marines to help re-establish ethical culture and training. This led to a commission from the Vice Admiral of the Royal Navy for her to scrutinise the culture, ethical climate, ethical awareness and ethical leadership across the five Fighting Arms of the Naval Service.

She also currently chairs the submissions of ethical dilemmas at the UK Police Ethics Group.

Prof Macvean said: “I am extremely surprised and humbled at being awarded such an honour. What has been achieved in terms of policing has very much been a team effort. To attain such a remarkable feat takes more than one person and I share this accolade with those police officers I have worked with.

“Bath Spa University and particularly Dr Mark Loon, deputy pro-vice-chancellor of research and enterprise, has been incredibly supportive of my work with both the police and Naval Service.

“I am proud to say that we are the forefront leaders in this subject matter and our Centre for Leadership, Ethics and Professional Practice is driving the way for operationally applied ethics and leadership for the police and the military. I look forward to taking our research further in 2020 and beyond.”

Dianne Francombe, the chief executive of the West of England China Bureau has also been awarded an OBE for services to UK/China relations.

Dianne, pictured, who is also a Fellow of the Royal Society of Arts, is a specialist in China and Chinese affairs after spending 30 years working with China and following the country’s development.

The West of England China Bureau works closely with Bath firms to grow their profile in China through trade visits and civic delegations.

Dianne said: “I am delighted and shocked to have been awarded an OBE. I accept the award as a tribute to my ‘China family’ who have shared my journey and from whom I have learned so much about the country, its culture and protocols.

“The role of CEO of the Bristol & West of England China Bureau is incredibly rewarding as it brings me into contact with such committed and interesting people with whom I am very pleased to be working.

“I never believed that I would be honoured in this way and I am happy to be a role model for others and to encourage everyone to have a vision and bring people together to work in partnership to make a difference about something you really believe in.

“I do hope that this achievement also acts as a catalyst for all the other companies in the UK and especially the South West to reach out and grab the opportunities that China offers.”
